Het Amerikaanse nieuwsportaal “The Daily Beast” beweert fragmenten te hebben ontvangen van het onderzoeksrapport over misbruikzaken in het aartsbisdom Keulen, dat de aartsbisschop van Keulen Rainer Maria Woelki achter slot en grendel had gehouden – de vermeende inhoud maakt een huivering.
Het katholieke aartsbisdom in Keulen krijgt lange tijd zware kritiek. In 2020 zou een rapport van het advocatenkantoor Westpfahl Spilker Wastl in München moeten verschijnen over beschuldigingen van misbruik, waarvan sommige decennia teruggaan. Het rapport is opgesteld in opdracht van de aartsbisschop van Keulen, Rainer Maria Woelki.
Het doel van het rapport was om te onderzoeken hoe diocesane ambtenaren in het verleden zijn omgegaan met beschuldigingen van seksueel misbruik van kinderen door priesters. Maar nadat het rapport was voltooid, kondigde Woelki plotseling aan dat hij het niet wilde publiceren omdat het “aanzienlijke tekortkomingen had”. Dat is echter niet het enige dat opvalt in dit verhaal.
Vanaf 2021 kwam het met een plan van het aartsbisdom van journalisten die praatten over misbruik en opschudding nadat de aanwezige verslaggevers niet bereid waren een door de kerk vereiste geheimhoudingsverklaring te ondertekenen. Het gesprek werd vervolgens afgebroken. Het oorspronkelijke plan was dat journalisten de gelegenheid zouden krijgen om een gedeeltelijk zwart gemaakte kopie van de juridische opinie te lezen.
Nu beweert het Amerikaanse webportaal The Daily Beast dat fragmenten uit het rapport zijn “gelekt” – ook naar The Daily Beast . Volgens het webportaal zouden de uitgelekte fragmenten ook moeten aantonen dat nonnen uit een klooster in Speyer tussen de jaren zestig en zeventig wezen ‘verhuurden’ aan zakenmensen en geestelijken die deze kinderen misbruikten. Dit ging soms weken door voordat de kinderen werden “teruggegeven”. Een getroffen jongen zou hebben gemeld dat de nonnen hem vaak verdoofden voordat ze “hem aan de daders uitleverden”.
Volgens het rapport werden de weeskinderen gedwongen tot “orgieën” en werden ze daarna “gedisciplineerd” als hun kleding “gerimpeld” of “bedekt was met sperma”. Het webportaal zegt verder dat uit het rapport bleek dat 175 kinderen, de meeste jongens tussen de 8 en 14 jaar, al meer dan twee decennia werden misbruikt. Sommige kinderen zouden opzettelijk zijn verhinderd om geadopteerd te worden of in een pleeggezin geplaatst te worden, zodat de nonnen ze “bezig konden houden”.
Volgens The Daily Beast stelt het onderzoeksrapport de nonnen niet expliciet verantwoordelijk voor hun daden. In plaats daarvan zijn de gevallen van misbruik het resultaat van “systematische” managementfouten en te veel “clementie” jegens de daders. De vermeende nieuwe onthullingen over de misbruikaffaire zijn een ander lelijk mozaïek in het lopende geschil over de mening van de expert. De advocaat van Westpfahl Spilker Wastl, Ulrich Wastl, had kritiek op het feit dat het rapport nog steeds achter slot en grendel wordt bewaard. “Dit is een gewelddadige aanval”, zei de advocaat in een interview met Time -Beilage Christ & Welt . “We hebben nog nooit dergelijk gedrag gezien.”
Hij was het niet eens met de aantijgingen van kardinaal Woelki dat het rapport aanzienlijke tekortkomingen vertoonde. ‘We hebben niet geknoeid,’ zei Wastl. De advocaat ziet het verzet tegen het verwerken van seksueel geweld ook als een gevolg van de persoonlijke betrokkenheid van de leidinggevenden van de katholieke kerk. “De reflex om de instelling te willen beschermen en de behoefte aan zelfbescherming gaan vaak hand in hand.”
Wat voor het argument van Wastl pleit, is het feit dat hetzelfde advocatenkantoor een soortgelijk rapport voor het bisdom Aken heeft opgesteld en het in november zonder problemen heeft gepubliceerd. De leidinggevenden in Aken hadden de wil om “de zaken op te werken en het systeem te verbeteren”, aldus Wastl. De Akense bisschop Helmut This had zich volledig buiten het werk van de recensenten gehouden. ‘Hij accepteerde dat de verantwoordelijkheid van ons was.’ In zijn ervaring is de katholieke kerk verdeeld in twee kampen, zei Wastl: ‘De een denkt: we moeten de reputatie van de kerk beschermen, en veel is daar ondergeschikt aan. De ander is ervan overtuigd dat de enige kans die de katholieke kerk heeft in het is puur om de tafel te maken. “
Wastl bood opnieuw aan om het Keulen-rapport op de website van het advocatenkantoor te publiceren en er als enige verantwoordelijkheid voor te nemen. “Naar onze mening zou het aartsbisdom Keulen geen enkel aansprakelijkheidsrisico hebben.” Woelki weigerde dit aanbod.
In Keulen zijn er momenteel geen data meer om de kerk te verlaten. Eind april was alles volgeboekt en de data voor mei zouden pas op 1 maart in werking treden, zo zei een woordvoerder van de rechtbank woensdag. Afhankelijk van het aantal werkdagen zijn er ongeveer 1.000 online afspraken per maand voor het verlaten van de katholieke of protestantse kerk.
Ondertussen gaf Woelki donderdag na weken van stilte commentaar op de aantijgingen tegen hem en de katholieke kerk. Hoewel hij fouten toegaf bij de verwerking van de beschuldigingen van seksueel misbruik tegen katholieke priesters door aan de Kölnische Rundschau uit te leggen : “We hebben fouten gemaakt, we hebben het vertrouwen verloren, ik begrijp het ongeduld.” Tegelijkertijd bleef hij het advocatenkantoor de schuld geven van de problemen: “Een fout was dat we bleven vertrouwen op de beloften van het kantoor in München om een juridisch conforme beoordeling te presenteren.”
Woelki had de Keulse strafadvocaat Björn Gercke de opdracht gegeven een nieuw rapport op te stellen. Dit zou op 18 maart moeten worden gepresenteerd. Tot die tijd moet je geduld hebben, zei Woelki. “We verduidelijken, ik blijf bij mijn belofte,” zei hij. Gercke identificeerde en behandelde 236 zaken, terwijl in het rapport van Westpfahl Spilker Wastl slechts 15 zaken werden bekeken.
Westpfahl Spilker Wastl rechtvaardigde de concentratie op 15 zaken met het feit dat ze opzettelijk slechts 15 bijzonder moeilijke en voorbeeldige zaken wilden uitkiezen. “We hebben er op gelet of we ze kunnen abstraheren zodat geen enkele getroffen persoon kan worden herkend”, had Wastl uitgelegd in Christ & Welt . Anders zou dit kunnen leiden tot hertraumatisering voor de slachtoffers.
Woelki verzekerde nu: “Gercke’s rapport zal technisch schoon zijn en het mogelijk maken om mijn belofte na te komen: we zullen de verantwoordelijken noemen.” Maar Woelki kampt nu ook met tegenwind vanuit zijn eigen gelederen. In vergelijking met de Kölner Stadt-Anzeiger en de Express drong de Keulse stadsdecaan Robert Kleine erop aan fouten toe te geven en conclusies te trekken, zelfs vóór 18 maart, wanneer het nieuwe misbruikrapport van het Keulse advocatenkantoor Gercke Wollschläger wordt gepubliceerd.
Het aartsbisdom kondigde aan dat het op 18 maart “alles en namen zal onthullen”, maar “iedereen kent de namen al”, zei Kleine. ‘Iedereen weet wie er in het aartsbisdom een verantwoordelijke positie bekleedde: aartsbisschoppen, vicarissen-generaal, personeelsmanagers.’ In de eigen “Domradio” van het bisdom voegde Kleine toe dat hij “natuurlijk niet” afstand wilde nemen van de aartsbisschop. Het was slechts een “uitnodiging” om “heel goed te kijken”.
Volgens een rapport van de FAZ is het ongenoegen binnen de kerk over de manier waarop de aartsbisschop en zijn vicaris-generaal Markus Hofmann omgingen met de totstandkoming van seksueel misbruik ook te zien in twee brieven die naar verluidt door bijna zestig zijn ondertekend. geestelijken en waarin zij omgaan met de opwerking wordt seksueel misbruik scherp bekritiseerd.
De FAZ schrijft verder dat verschillende andere individuele predikanten hun loyaliteitsconflict in persoonlijke brieven hebben gecommuniceerd. “We voelen ons diep verbonden met de kerk, maar we kunnen ons niet identificeren met het huidige beheer van de huidige vertrouwenscrisis in ons aartsbisdom”, zou een van de twee brieven die 34 priesters hebben ondertekend moeten lezen. “We zijn niet bereid om deze ontwikkeling met stille berusting te volgen.” De katholieke kerk mag niet “zich tot sekte ontwikkelen”.
