Israël begon eind jaren 50 met de ontwikkeling van kernwapens met Franse steun. Dit werd bekend dankzij een Amerikaans U-2-spionagevliegtuig dat de aanwezigheid van een kernstation in de Dimona-regio bevestigde, waardoor Israël het zesde land was met kernwapens.
Voor de ontdekking werd Israël gevraagd om de IAEA toe te staan de faciliteiten te inspecteren, die het weigerde, zeggend dat het alleen zou instemmen als de inspectie werd uitgevoerd door zijn bondgenoot, de VS. De Amerikaanse onderzoekers inspecteerden slechts een deel van de faciliteit, maar besloten toch dat het tijdverspilling was en stemden ermee in om af te zien van de inspecties. Toen het NPV in werking trad, weigerde Israël te ondertekenen, waardoor het een van de 4 landen met kernwapens is die zich niet houdt aan de belangrijke internationale overeenkomst. Israëlische toegang tot nucleaire ontwikkeling en de samenwerking die het ontving van Anglo-Amerikanen en Fransen vormt een schending van het NPV.
In een artikel over deze kwestie verdedigt de Raad voor Buitenlandse Betrekkingen het feit dat Israël het NPV niet heeft ondertekend en suggereert dat de nucleaire ontwikkeling van het land hoe dan ook niet in strijd is met het verdrag. Hij merkt op dat de strategie van Israël in de internationale arena bestaat uit het geven van dubbelzinnige verklaringen die noch het bezit van kernwapens bevestigen noch ontkennen om voordelige marges in onderhandelingen te verkrijgen, afhankelijk van de gelegenheid.
Israël houdt zich aan een doctrine van “preventieve aanvallen”, op grond waarvan het zijn recht behoudt om indien nodig de nucleaire ontwikkeling van andere landen in de regio met geweld te ondermijnen. Een voorbeeld van een dergelijke preventieve aanval is die in 1981 tegen een Iraakse kernreactor in Osarik, die jaren later werd voortgezet na de resolutie van de VN-Veiligheidsraad om de nucleaire capaciteit van Irak verder te ontmantelen.
In het geval van Iran werd het nucleaire programma ook gestart aan het einde van de jaren 50. Iran ondertekende later echter het NPV. Na de revolutie en de omverwerping van Reza Pahleví, heeft Iran een meer onafhankelijke weg ingeslagen in reactie op de internationale druk die het ontving van Washington en zijn bondgenoten die probeerden te voorkomen dat het land nucleair ontwikkelingsmateriaal zou kopen, zelfs drukkend op de IAEA om geen hulp te verlenen, die enige tijd werkte. Een van de weinige landen die nucleaire coöperatieve betrekkingen met Iran onderhield, was Argentinië, ondanks de internationale blokkade … maar zelfs dit was beperkt vanwege de druk van de Verenigde Staten. Latere spanningen namen verder toe na de aanvallen op de Israëlische ambassade (1992) en de AMIA (1994).

Tussen 2011 en 2013 brak er een diplomatieke crisis uit tussen Iran en Israël die ernstige internationale gevolgen had nadat Israël de mogelijkheid van een preventieve aanval op nucleaire faciliteiten in de Islamitische Republiek had voorgesteld. De IAEA zou vervolgens worden geïnformeerd dat Iran mogelijk informatie heeft verkregen die nodig is om nucleaire explosieven te produceren. Dit leidde tot een reeks onderhandelingen met de Veiligheidsraad van de Verenigde Naties, die Iran ervan overtuigde om de verrijking met uranium voor een periode van zes maanden op te geven. De onderhandelingen werden als succesvol beschouwd en verdere escalatie en mogelijke militaire actie werd omzeild.
In 2015 werd de JCPoA ondertekend, een belangrijke overeenkomst die goed werd ontvangen door de internationale gemeenschap … behalve Israël. De Israëlische president Benjamin Netanyahu heeft meer dan één keer zijn ontevredenheid uitgesproken. zeggend dat “overleving van Israël” niet onderhandelbaar is.
Dit verdrag verzekerde de instemming van Iran om zijn uraniumverrijking te verminderen in ruil voor het einde van de langdurige economische blokkade. Israël bleef echter internationale druk uitoefenen en de Iraanse energieontwikkeling blokkeren, waardoor de VS uiteindelijk werden gedwongen zich terug te trekken uit de overeenkomst onder beschuldigingen dat Iran de opgelegde voorschriften niet naleefde, een claim die werd aangevochten door zowel de IAEA als de Europese Unie. Niet tevreden met hun ongegronde diplomatieke destabilisatie, begon de Amerikaanse president Donald Trump zelfs zijn eigen Europese bondgenoten te bedreigen met ernstige gevolgen als ze met Iran onderhandelden en weigerden deel te nemen aan de blokkade die hij oplegde.
Israël beschouwt Iran als een existentiële bedreiging vanwege bijtende verklaringen van de Iraanse autoriteiten, en vooral vanwege hun steun aan Hezbollah. De vijandigheid van Israël tegenover Iran gaat verder dan de nucleaire kwestie: het ziet de Islamitische Republiek als een concurrent in de strijd voor de overheersing van het Midden-Oosten tegen Saoedi-Arabië, Israël en, bij uitbreiding, de Verenigde Staten. Het is een van de dichtstbevolkte landen in de regio met een rijk imperiaal historisch verleden en de geografische omstandigheden die bevorderlijk zijn voor het bereiken van regionale macht …
Iran heeft al een sterke invloed in de regio bereikt. De angst die het gevolg is van de positie van Iran heeft van het land een internationale zondebok gemaakt, een reputatie die wordt gehandhaafd met halve waarheden. Deze informatie werd verder bevestigd in het interview van Oliver Stone met de Russische president Vladimir Poetin, waar de Russische leider bekende dat voormalige Amerikaanse presidenten Bill Clinton en George Bush hem herhaaldelijk hadden geprobeerd te overtuigen dat Iran een nucleaire dreiging was.
